R I tqi'l CAROLINA TO: FROM: DATE: SUBJECT: Frank Clifton, County Manager Jim Cook, Social Services Direc~ 9-13-99 Budget Amendment Request Enclosed is a budget amendment request I am asking that you arrange for the Board of Commissioners to consider at its meeting of 9-20-99. At its meeting of 9-7-99, the Cabarrus County Partnership for Children, having been advised of the funds available to Cabarrus County for FY2000 following the conclusion of the last session of the General Assembly, appropriated Smart Start Program funds for programs across the community. It increased from $400,000 to $800,000 the funds appropriated for child care subsidies for pre-school age children in Iow-income working families. (The existing budget at DSS contains $540,000, our estimate of funds likely to be available when the budget was prepared. We would thus need to amend the existing budget now by only $260,000 to incorporate the new funding allocated to the Department for child care subsidies). As the caseload of children receiving subsidies has essentially doubled during the past year and a half to the current level of about 1,000 children, the Department had requested, and the Partnership approved, an appropriation of $30,000 for purchased services to help with the eligibility determination process. This amount is based upon the approximate cost of salary and fringe benefits which would be required for an Income Maintenance Caseworker. If the Board approves this amendment, the Department would identify a contract provider for this service. No county funds are required for these changes.
