R I tqi'l CAROLINA <br /> <br />TO: <br />FROM: <br />DATE: <br />SUBJECT: <br /> <br />Frank Clifton, County Manager <br />Jim Cook, Social Services Direc~ <br />9-13-99 <br />Budget Amendment Request <br /> <br /> Enclosed is a budget amendment request I am asking that you arrange for the <br />Board of Commissioners to consider at its meeting of 9-20-99. <br /> <br /> At its meeting of 9-7-99, the Cabarrus County Partnership for Children, having <br />been advised of the funds available to Cabarrus County for FY2000 following the <br />conclusion of the last session of the General Assembly, appropriated Smart Start Program <br />funds for programs across the community. <br /> <br /> It increased from $400,000 to $800,000 the funds appropriated for child care <br />subsidies for pre-school age children in Iow-income working families. (The existing <br />budget at DSS contains $540,000, our estimate of funds likely to be available when the <br />budget was prepared. We would thus need to amend the existing budget now by only <br />$260,000 to incorporate the new funding allocated to the Department for child care <br />subsidies). <br /> <br /> As the caseload of children receiving subsidies has essentially doubled during the <br />past year and a half to the current level of about 1,000 children, the Department had <br />requested, and the Partnership approved, an appropriation of $30,000 for purchased <br />services to help with the eligibility determination process. This amount is based upon the <br />approximate cost of salary and fringe benefits which would be required for an Income <br />Maintenance Caseworker.
