The program's proactive
approach in providing intensive placement services and follow-up after
employment will undoubtedly help with job retention for this segment of the
labor force. Obviously, it will be much more successful to assist these clients
initially with overcoming their barriers to obtaining and retaining employment
rather than letting them become immersed in a cycle of unemployment and
dependence upon the welfare system.

This program creates a "win-win" situation for the client and for employers in
Cabarrus County. This program will assist chronically unemployed persons
secure gainful employment, and in turn provide employers with another se~oment
of the labor force from which to hire.

The local Employment Security Commission office supports your efforts and
stands ready to assist you in helping your customers achieve economic '
independence by finding gainful employment. Whether it is providing services
through ESC or through the developing JobLink Career Center, we are
supportive of this worthwhile endeavor.

Sincerely,
