PLANNING STAFF REPORT TO
CABARRUS CO. BOARD OF COMMISSIONERS
Monday, October 18, 1999

I)cnicd:
1-ablcd

The subdivision is residential in nature and consists of 1,070. proposed tots
with a retail town center. If the town center concept cannot be supported,
the developers would like replace it with an additional 72 townhomes.

At build-out, this subdivision may add approximately 642 to 685 (1,070 or
1,142 lots x .60) children to the Cabarrus County school system. Please see
Exhibit 2 for information pertaining to the capacity issues of the school
system.

This subdivision would be served by the W.R. Odell Elementary, Northwest
Cabarrus Middle, and Northwest Cabarrus High schools. According to the
letter from Robert Kluttz, all three schools are currently capped as they have
exceeded their core capacity.

Staff Recommendation:

Planning staff recommends that the preliminary plat for the Booe/Untz
development be DENIED until such time that school facilities are adequate
to serve the expected number of students generated by this proposed
development.

This recommendation is based on the fact the school system cannot
adequately handle the additional students at this time.

The petitioners have expressed interest in working with the Board in the
effort to advance school capacity.

PZC Action:

On Thursday, September 30, 1999, the Cabarrus County Planning and
Zoning Commission VOTED 9-0 TO DENY the preliminary plat for the
Booe/Untz development for the following reason:

The proposed development does not meet the adequate public facilities
provision of the Cabarrus County Subdivision Ordinance (Section 66-
81). Specifically, the Cabarrus County School District does not have
adequate facilities at this time to serve the estimated number of students
who would be generated by the proposed development.

Boo¢/Untz Developjnent
