PLANNING STAFF REPORT TO <br />CABARRUS CO. BOARD OF COMMISSIONERS <br />Monday, October 18, 1999 <br /> <br />I)cnicd: <br />1-ablcd <br /> <br />The subdivision is residential in nature and consists of 1,070. proposed tots <br />with a retail town center. If the town center concept cannot be supported, <br />the developers would like replace it with an additional 72 townhomes. <br /> <br />At build-out, this subdivision may add approximately 642 to 685 (1,070 or <br />1,142 lots x .60) children to the Cabarrus County school system. Please see <br />Exhibit 2 for information pertaining to the capacity issues of the school <br />system. <br /> <br />This subdivision would be served by the W.R. Odell Elementary, Northwest <br />Cabarrus Middle, and Northwest Cabarrus High schools. According to the <br />letter from Robert Kluttz, all three schools are currently capped as they have <br />exceeded their core capacity. <br /> <br />Staff Recommendation: <br /> <br />Planning staff recommends that the preliminary plat for the Booe/Untz <br />development be DENIED until such time that school facilities are adequate <br />to serve the expected number of students generated by this proposed <br />development. <br /> <br />This recommendation is based on the fact the school system cannot <br />adequately handle the additional students at this time. <br /> <br />The petitioners have expressed interest in working with the Board in the <br />effort to advance school capacity. <br /> <br />PZC Action: <br /> <br />On Thursday, September 30, 1999, the Cabarrus County Planning and <br />Zoning Commission VOTED 9-0 TO DENY the preliminary plat for the <br />Booe/Untz development for the following reason: <br /> <br />The proposed development does not meet the adequate public facilities <br />provision of the Cabarrus County Subdivision Ordinance (Section 66- <br />81). Specifically, the Cabarrus County School District does not have <br />adequate facilities at this time to serve the estimated number of students <br />who would be generated by the proposed development. <br /> <br /> Page 3 of 3 <br />Boo¢/Untz Developjnent <br /> <br /> <br />
