ICABARRUSCOUN~I

To: Whom it may concern

Re: Meeting Summary - Fair Relocation Committee Meeting
held September 29, 1999 at 4:00 p.m. at offices of Alfred Brown

Present: Ame Fennel, Alfred Brown and David Propst

The group met to discuss progress made in efforts to fred an alternative site for the Fair's annual
operation.

The County Commission has authorized the purchase of approximately 70 acres on Highway 49
East of Highway 601. The Fair Relocation Committee agreed on the site as a suitable alternative
to the current site.

The committee agreed that three objectives needed to be pursued:

An agreement between the Cabarrus County Agricultural Fair, Inc. and Cabarrus County
needs to be developed, It should cover the specifics related to the Fair's use of the
Highway 49 property being purchased by the County for the two weeks annually that the
FAIR stages its events. The FAIR will remain an independent, private non-profit with a
lease arrangement for use of the land for two weeks each year and the County will pursue
other compatible uses of its property for the remainder of each year.

Both groups should schedule to pursue a sale of the existing properties located at
Cabarms Avenue and Highway 601 with allowances for the FAIR to operate its year 2000
event at the current site, then stage future annual events at the new site.

The County should contract with a land use planner specializing in fair ground design,
(Charlie B. Smith of Bullock Smith Parmers, Knoxville, Tn. is suggested) to begin site
design work on a phased development plan for the new property. (Smith has proposed an
estimate of $29,000 for that service.)

Mr. Fennel was to pursue these issues with the County Commission. Mr. Brown and Mr. Propst
were to pursue the same issues with the FAIR board of directors.

The group will meet again at the County Govemment Center, Multi-purpose Room at 4:00 p.m.
October 20, 1999.

fwc
10/4/99
