NORIR CAROLINA

MEMORANDUM

To: Frank Clifton, Jr.

From: Blair Bennett ,~

Date: October 6, 1999

Subject: Coddle Creek Dam

On July 9, 1999 the Water and Sewer Authority (WSACC) contracted with Applied
Geosciences and Engineering, Inc. (AG&E) to conduct a dam safety inspection of the
Coddle Creek dam. The North Carolina Department of Environment and Natural
Resources (DENR) requested the monitoring and ordered that an evaluation be done and
to include any recommendations for repairs in that report.

Found below are the recommendations outlined by the engineer.

Earthfill Dam

Re-seed the bare areas on the top of dam and downstream slope of the dam, and
over-seed the areas where the grass cover is thin. Apply lime and fertilizer if
indicated by soil tests.
Install rock riprap at the left end of the RCC spillway. The riprap plan and cross
section should be designed by a Professional Engineer for proper size, gradation,
bedding and length and height of slope required.

Principal Spillwag

o

Repair the concrete construction joints and cracks in the downstream slope of the
spillway by using an appropriate sealant. Include an appropriate sealer for the
slabs that exhibit loss of the top cement mortar cover. (It may be determined cost
effective to apply the sealer to all slabs as a preventive measure.) These .repairs
will require the development of design details and specifications and approval by
DENR before installation.

Finance Department
RO. Box 707 · Concord.
