3 <br /> <br />disabled, one hundred percent Veteran's Administration Disability benefits or is <br />determined to be disabled by a licensed practicing physician. <br /> <br />(c) A person whole sole impairment is alcoholism or drug addiction shall not be <br /> considered handicapped or disabled under the Urgent Repair Program. <br /> <br />C. A single parent with at least one dependent child in residence, or <br />D. Five or more persons. <br /> <br />How beneficiaries shall be approved/selected: <br />(a) They shall be selected from the first on the application list and as their income is <br /> verified, they shall fall into the point system for qualifying. If an individual <br /> qualifies, but is Iow on the point list, they will be moved down the list until the <br /> time they qualify on the point list. <br />(b) Point System <br /> Client needs will be met according to the following point system. <br /> <br /> (1) Emergency electrical needs <br /> (2) Emergency plumbing needs <br /> (3) Leaking roofs and no heat situations <br /> (4) Steps for access and regress and/or porch <br /> repairs and/or interior floors <br /> (5) Doors and locks for safety <br /> (6) Ramps <br /> (7) Pull bars and safety bars/widen doorways <br /> (8) heating system repairs/replacement unless a no <br /> heat situation <br /> (9) Non-emergency electrical needs <br />(10) Non-emergency plumbing needs <br /> <br />10 points <br /> 9 points <br /> 8 points <br /> <br />7 points <br />6 points <br />5 points <br />4 points <br /> <br />3 points <br />2 points <br />I points <br /> <br />Clients shall not be discriminated against because of sex, race, creed, color, physical <br />handicap or national origin, but shall be served according to the above point system <br />as they apply. <br /> <br />Forms of Assistance <br />(a) Program assistance provided to owner/occupant must be in the form of grants. <br />(b) Agency will use the Grant Agreement form provided by NCHFA for each house <br /> repaired. Owner/Owners must sign this Grant Agreement for the amount of funds <br /> spent on their house. Those persons who fall within the designated income limits <br /> are eligible to receive necessary repairs through a grant, whereby the <br /> Coordinating Agency will pay 100% of the cost of repairs. Public funds will be <br /> made available for the project by the North Carolina Housing Finance Agency. <br /> <br />These public funds are available to qualified homeowners without obligation to <br />repay the funds on the conditions that (1) the property not be sold or transferred <br />without the prior written consent of the Coordinating Agency and the North <br />Carolina Housing Finance Agency, and (2) the property to be occupied by the <br />applicant as their primary place of residence. If either of these conditions is <br />violated during the three year period beginning with the date of this Grant <br />Agreement, the applicant must repay the grant and hereby certifies to <br />understanding fully the restrictions placed on the sale and occupancy of the <br /> <br /> <br />
