Brick should be used anywhere the wall <br />will be above grade. The North Carolina Building Code allows for 4 feet of earth backfill against <br />an 8 inch hollow masonry wall with out reinforcement. Any bacldill should be placed carefully so <br />as to avoid breaking or displacing the wall. <br /> <br />Your basic structural foundation is according to code and, although some of the piers are not <br />perfectly plumb, the overheight piers have been reinforced with a surface application <br />surewall type material and is properly tied down and cross-braced. <br /> <br />Current regulations require any filling of flood plain Property to be done with material excavated <br />fi.om the site so as not to force additional flood waters to neighboring property. However, I feel <br />you have an excellent chance to obtain a waiver/variance from the requirement due to the <br />relatively small mount of fill in question and the circumstances surrounding your situation.
