Box 707
Concord, NC 28026

Dear Frank:

Concord Mills Limited Partnership was the recipient of an economic incentive grant from the
County of Cabarrus and the City of Concord. The incentive grant will commence April 1,2001.
The Agreement was to cover the mall property and the mall peripheral property ("Project").

The Concord Mills project always anticipated the development of outparcel property. During the
construction process, additional property in close proximity to the mall was acquired. This
includes a tract that was purchased from Tanger Factory Outlets that is located at the southeast
comer of the Interstate 85 and Concord Mills/Speedway Blvd intemhange.

While the Agreement may not have been entirely specific concerning the inclusion of the peripheral
property, this letter shall serve as confirmation that the mall property and all peripheral property,
should be subject to the terms of the Agreement. This additional property, including the above-
mentioned tract, would be bound by the parameters of the existing Agreement under the "Level III'
grant applicable to the mall.

A map is attached that illustrates the current scope of the Project for your convenience. Please
have the County Commissioners affirm our understanding of the above parameters as noted.
Thank you.

Vice President, Development Director

Enclosure

cc.
