NORTH CAROLINA

Memorandum

To: Cabarms County Board of Commissioners
From: Michael L. Murphyb~
Date: 12/14/99

Subject: Adul, t Day Care Agreements

Enclosed please f'md three separate Adult Day Care Agreements that will allow us to
provide Adult Day Services to older adults in Cabarms County through the Home and
Community Care Block Grant funds that are currently allocated in our Department of
Aging operating budget. These agreements are with Coltrane LIFE Center, Inc.,
Loving Years Adult Day Health Center, Inc. and Covenant Adult Day Care.

In previous years we have contracted with the LIFE Center, INC. to provide these
services. However, in the past year, two new Adult Day Care providers have been
licensed to operate in Cabarrus County. In an effort to provide fair and equitable
services to our clients, and to be fair and inclusive to the agencies that provide these
services, we respectfully submit these agreements for your approval.

As you will see, these agreements will allow us to reimburse each of these agencies for
eligible services provided to our clients. Under the conditions of these agreements, the
clients will have the option of selecting the service provider of his/her choice. This
structure also allows us the flexibility to add additional agreements with any new Adult
Day Services provider that may be licensed to operate in Cabarrus County in the future.

Our staff has met with representatives of all three agencies, and have worked closely
with the staffofthe Centralina Area Agency on Aging in developing this plan. We are
confident that this plan represents the best method of providing this service. The
alternative to this proposal would be a formal bid. The bid process would eliminate two

Department of Aging
RO. Box707 ·Concord, NC28026-~J~7~.~04) 788-9899 . Fax(704) 788-9849..
