347 <br /> <br /> Mr. Jason Dolan, Engineer with Concord Engineering and Surveying, <br />reviewed the site plan for the proposed mobile home development. He <br />reiterated plans for approximately 90 units, stating no homes will be placed <br />within the 100-year flood plain. Mr. Dolan also reviewed the location of the <br />planned access off Country Home Road. <br /> <br /> During the public hearing, the Board recognized Scout Leader Kenny <br />Propst and members of Boy Scout Troop 91 who were present for the meeting as <br />part of the requirements for a communications merit badge. <br /> <br /> Mr. Giles Barrier, resident of Country Home Road, objected to the <br />rezoning request. He expressed concerns related to the following issues: <br />(1) Increased traffic on Country Home Road and Miami Church Road; (2) <br />Increased density and population; (3) Impact on the neighborhood and the <br />schools; (4) Location of the proposed access road and potential flooding <br />problems from a farm pond spillway located across the access; and (5) General <br />downgrading of the neighborhood with the placement of an estimated 90 mobile <br />homes on the property. <br /> <br /> Mr. George Helms, speaking on behalf of Odessa Helms of 2820 Country <br />Home Road and adjoining property owner, objected to the requested rezoning. <br />He referred to the current mobile home development as a "mini city" and <br />expressed the following concerns about the proposed new development: (1) <br />Increased noise; (2) More people; (3) Increased litter; (4) Unsuitability of <br />Country Home Road for increased traffic; (5) Environmentally unsafe as <br />development in the Cold Water Creek flood plain would cause more erosion and <br />intense flooding; (6) Safety of children, including the proximity to the <br />creek and walking along Country Home Road to catch the bus; and (7) <br />Detrimental effect on property value of permanent homes in the area. <br /> <br /> Mr. Hartsell and the Clerk affirmed additional persons who wished to <br />speak during the public hearing. Prior to addressing the Board, each <br />confirmed that he/she had been affirmed. <br /> <br /> Mr. Charles Dixon, Country Home Road resident, expressed concerns <br />regarding increased traffic and litter. He also referenced the Country Home <br />Nursing Center that is located on the road. <br /> <br /> Ms. Diane Tucker, resident of Country Home Road, expressed concerns <br />about the safety of persons traveling on Country Home Road, stating it was a <br />narrow, winding and hilly road. She said in her opinion Country Home Road <br />was not suitable for an increased amount of traffic. <br /> <br /> Mr. David Rall, resident of Country Home Road, expressed concerns about <br />the safety of persons traveling on Country ~ome Road. He said it was a very <br />dangerous road. <br /> <br /> Mr. Alex Rankin, President of Concord Engineering, responded to <br />questions concerning the access issue to the proposed development. He stated <br />it would be very expensive to build a road to Highway 601, as a major bridge <br />would have to be constructed over Cold Water Creek and the adjacent flood <br />plain. <br /> <br /> Mr. Faggart stated he would be willing to address the concerns of the <br />citizens living on Country Home Road. He explained he would maintain the <br />9rounds of the proposed development, would clean the litter from the road and <br />address any problem by the residents, including the possibility of working <br />with the Department of Transportation to improve Country Home Road. <br /> <br /> Mrs. Mattie Dixon, Country Home Road resident, objected to the <br />rezoning. She expressed concerns regarding increased noise in the area and <br />the impact of the noise on the residents of the convalescent home on Country <br />Home Road. <br /> <br /> Chairman Barnhart questioned Mr. Marshall if the staff recommendation <br />had changed since the issue of access had been addressed. Mr. Marshall <br />advised that the staff recommendation would still be to deny the rezoning, <br />stating the creek is the best buffer for the land use. He confirmed the need <br />for affordable housing; however, he said that other HDR districts are <br />available and additional mobile home parks are being developed that would <br />address that issue. <br /> <br /> In response to questions about the use of the property, Mr. Marshall <br />advised that a subdivision with as many as 90 homes could be built on the <br /> <br /> <br />
