349 <br /> <br /> Mr. Randy Humphrey, President of Randy Humphrey & Associates, Inc., <br />responded to questions by the Board. He suggested a compromise with a <br />proposal to donate the 23-acre tract to the County in lieu of the <br />contribution for school adequacy needs and with the transfer of the <br />development rights for the 23-acre tract. Further, Mr. Humphrey agreed for <br />the $130,000.00+ deposit for the 13 acres to be transferred to the County. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette <br /> with Commissioners Fennel, Privette and Casper and Chairman Barnhart voting <br /> for and Commissioner Carpenter voting against, the Board approved Petition C- <br />· 99~08(S), the preliminary plat for the Rocky Meadows Development, contingent <br /> upon the transfer of development rights for the 23 acres, the donation of 10 <br /> acres (part of the 23 acre parcel) to the County, the transfer of the deposit <br /> to the County in the amount of $130,000.00+ for the remaining 13 acres and <br /> approval of the Board of Directors of the Water and Sewer Authority of <br /> Cabarrus County. <br /> <br />Proposed Aqrgement with H.R. Gray & Associates for School Construction <br />Evaluation Assistance <br /> <br /> Mr. Clifton reviewed the proposed agreement with H. R. Gray & <br />Associates for services dealing with the school architect selection and <br />school construction review process for the construction of three new schools <br />for Cabarrus County Schools. The cost estimate totaled $180,525.00; however, <br />Mr. Clifton said the amount could be reduced by one-third if only one <br />architect is selected for each of the two school types to be constructed. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the proposed agreement at a cost <br />of $180,525.00 with H. R. Gray & Associates for services involving the school <br />architect selection and school construction evaluation assistance with the <br />Board reserving the right to terminate the agreement at any phase. He explained the <br />convenience center at the County landfill is currently operating at a loss of <br />about $2,000.00 per quarter~ based on direct costs only.
