Development Services Director - Response was very limited with only two high
confidence level comparisons being reported from New Hanover and Union Counties.
Based on these comparisons, a one-grade increase, to grade 78 is recommended.

Planning Services Director - Response was moderate and a moderate level of
confidence in comparability was found. It is typical that Planning Directors have varying
job descriptions, and often planning services are under the direction of deputy or
assistant managers. Extensive follow-up was conducted to verify comparability. Based
on survey data, it is recommended the position be increased two-grades to salary grade
79.

Deputy County Manager (Administration and Operations) - Response was
moderate and a moderate level of confidence in comparability was found. Many of the
organizations smaller than Cabarrus County reported having one deputy or assistant
manager. In these cases, the same value was assigned to both positions and is
indicated by blue shading on the salary survey. Organizations that had the highest
level of confidence in comparability and employed two deputy/assistants were Durham,
Alamance, Gaston, New Hanover and Union Counties, and the City of Concord. Based
on the survey results and an emphasis on the high confidence group, a two-grade
increase, to grade 83 is recommended.
