Flowe Park and authorized the Chairman to sign all <br />necessary grant forms on behalf of Cabarrus County. <br /> <br />Resolution Authorlzin~ the County Manager to Award Contracts and Other Related <br />Issues as Set Forth in Oeneral Statute 143-129(a) <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Mills and <br />unanimously carried, the Board adopted the followln~ resolution. <br /> <br />STATE OF NORTH CAROLINA ) <br /> ) <br />CABARRUS COUNTY ) <br /> <br /> Resolution NO. 1997-40 <br />RESOLUTION <br /> <br /> WHEREAS, General Statute 143-129(a) has been amended to "allow <br />the governing hoard to delegate authority to the manager or chief <br />purchasing official to award contracts, reject bids, readvertise to <br />receive bids on behalf of the unit and waive bid bonds or deposits, <br />or performance and payment bond requirements. This revision does not <br />apply to construction or repair contracts.~ To ensure compliance, <br />a report should be submitted to the governing board in a public <br />meeting summarizing the bids received and contracts awarded. <br /> <br /> NOW THEREFORE BE IT RESOLVED, by the Board of Commissioners of <br />Cabarrus County as follows: <br /> <br /> That in accordance with the revisions to General Statute 143- <br />129(a), this Board authorizes the County Manager to possess this <br />delegated authority. <br /> <br />Adopted this 15th day of December, 1997. <br /> <br /> /s/ Sue B. Bonds, Clerk to the Board <br /> <br />Resolutton'Relatin~ to the Disposal of Surplus Property <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Mills and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br />Resolution No. 1997-41 <br /> <br />STATE OF NORTH CAROLINA ) <br /> ) <br />CABARRUS COUNTY ) <br /> <br />RESOLUTION <br /> <br /> WHEREAS, the Board of Commissioners authorized the County <br />Manager and the Purchasing Agent, in a Joint effort, to dispose of <br />surplus property valued at less than $500 on December 19, 1994; and <br /> <br /> WHEREAS, General Statute 160A-266(c) has been amended <br />increasing the maximum amount an authorized official can dispose of <br />property under informal procedures from $500 to $5,000. <br /> <br /> NOW THEREFORE BE IT RESOLVED, by the Board of Commissioners of <br />Cabarrus County as follows: <br /> <br /> 1. County Manager may declare property valued at less than <br />$5,000 as surplus. <br /> 2. Purchasing Agent will determine fair market value or <br />exchange values of such property. <br /> 3. Purchasing Agent will dispose of property efficiently <br />and economically. <br /> 4. Purchasing Agent will convey title to property. <br /> 5. Purchasing Agent will be responsible for keeping a <br />record of all property sold under this statute, describing the <br />property sold, to whom it was sold, and the amount received for each <br />sale. <br /> <br /> <br />
