Because of the magnitude of our assistance programs (involving some $62 million <br />in federal, state, and local funding and approximately 12,000 recipients) our existing staff <br />has not been sufficient to cover all of the fraud and other program integrity functions in as <br />thorough a manner as would be desirable. The current fraud investigator does not have <br />sufficient time to conduct all investigations, and has essentially no capacity to do "fi-ont <br />end" investigations that could prevent the improper receipt of benefits. <br /> <br />Request <br /> <br /> The Department is seeking to add a new Income Maintenance Investigator II <br />(Grade 65) and a Clerk Ill (Grade 58) to strengthen its program integrity activities, <br />· effective 2-1-98. The new Investigator position would enable us to perform front end <br /> investigations to prevent fraud. The Clerk would support both Investigators and serve as <br /> claims clerk, freeing the current fraud investigator for investigative activities. <br /> <br /> The annual cost of salary and fringe benefits would be $54,916. This cost would <br />be met through the $50,000 in new federal and State funding now available, together with <br />increased revenue from recovery of claims in the Work First and Food Stamp Programs.. <br /> The State appropriation is expected to continue after 1999. If it does not, these <br />positions would be discontinued. <br /> <br />The Social Services Board approved oft[tis request at its December meeting. <br /> <br /> A budget amendment request is enclosed.
