MEMORANDUM <br /> <br />NOH~ C~80LINA <br /> <br />TO: Board of Commissioners <br />FROM: ~ Don Moorhead, Human Resources Director <br />DATE: January 13, 1998 <br />SUBJECT: Proposed Revised Version of the Cabarms County Personnel Ordinance <br /> <br />It is requested that you adopt the attached revised version of the Cabarrus County Personnel <br />Ordinance in its entirety. This would give us a clean document, not encumbered by the <br />numerous amendments of the past several years, to work with on a daily basis. <br /> <br />Following is a summary of the differences between the revised and current versions: <br /> <br />IN ADDITION TO NUMEROUS ADMINISTRATIVE CLARIFICATIONS, THE <br />CHANGES INCLUDE: <br /> <br />· The replacement throughout the ordinance of the terms "permanent position" <br /> and "permanent employee" with regular position and regular employee. <br /> <br />Purpose: To eliminate the implication of life-long employment with the <br />County. <br /> <br />· Article II, Section 4. (See page 6). Changed to allow the County Manager to <br /> add and delete classes of positions from the Position Classification Plan. <br /> <br />Purpose: To allow the flexibility and ability to react quickly on day-to-day <br />personnel matters. <br /> <br />· Article V, Section 6. (See page 20).
