Church Street, Monroe, NC 28112 (704) 253-8189 Fax {704) 289-3439 January 28, 1998 To The Board of Commissioners of Cabarrus County, North Carolina Concord, North Carolina We are pleased to submit our proposal to provide auditing and accounting services to Cabarrus County, North Carolina and the Public Health Authority of Cabarrus County dba Cabarrus Health Alliance. It is the purpose of this proposal to demonstrate that Potter & Company will make the necessary commitment to provide the services you have requested both successfully and timely. We will perform independent audits of Cabarrus County's and Cabarms Health Alliance's financial statements. We'will also be available throughout the year at a moment's notice to provide assistance as needed. Our audits will be performed in accordance with generally accepted auditing standards and Government Auditing Standards. The audits will also include an examination of internal controls and grants as required by the Single Audit Act and the State Single Audit Implementation Act. Our proposal has been developed to present our qualifications and our approach to providing services. The proposal is organized in the following sections: Our Firm's Relevant Experience and Our Team Approach to Serving Cabarrus County and Cabarrus Health Alliance Scope of Audit Procedures, Proposed Fee, and Completion Schedule In selecting an accounting firm, we believe it is important to select the firm which will provide the very highest level of service. Cabarrus County is a highly valued client to our firm and we will utilize all of our resources necessary to assure prompt and professional service. Our present staffing permits us to allocate the necessary time and resources to provide services to the County and the Health Alliance.
