Since the original application was submitted, there have been many
major changes in the area. Much of the change that has occurred is due to the rapid urbanization of
the area..

Efforts by the original steering committee generated numerous project activities. Current efforts of
the South Central Piedmont RC&D Area include expanding the area to include Davidson County.
The Council has taken this action because Davidson County's natural resource concerns and other
needs are consistent with the other counties involved in the South Central RC&D Area.

The problems identified in application have been identified through numerous public meetings held
by the sponsors who are the county commissioners and soil and water conservation districts in each
of the counties in the South Central Area. Each of the sponsors conduct at least twelve public
meetings each year to identify and act on problems in their respective areas. In the past there have

been numerous projects completed that deal with water quality management, environmental
education, recreation developments, and community facility improvements.

The South Central Piedmont Resource Conservation and Development Area has identified three
broad categories of problems that the council would like to address. While there are other problems
in the area the council feels that the ones identified below are the problems that they can best
address. These major problem areas include Natural Resource Development and Protection,
Community Services and Facilities, and Economic Development Below is a detailed listing of the
specific problem areas that have been identified.

Natural Resource Development and Protection

The South Central Piedmont Resource Conservation and Development Area is home to
approximately 1.3 million people. Because of the number of people residing in the area that are
tremendous demands placed on the natural resources. The demands placed on the natural resources
have and will continue to generate problems in managing and protecting the area's natural
resources. Problems that have been identified include:
