Memo

To-"

From:

CC:

Da~,:

Re:

Mr. Frank W. Clifton, Jr.

Sherri Bamhardt

Jim Cook, Fred Pilkington, Bob Lorish, Pam Dubois, Blair Bennett

03/02/98

Human Services Building - Panel Systems Fumiture

Regarding the panel systems proposals for the Human Services building, depadment representatives
and I have made site visits to view the (3) systems currently being evaluated. We also had each of
these (3) Proposers to "mock-up" a sample oftheir proposed workstation. The following summarized
the information discovered:

1. MacThdft Office Furniture, Durham, NC

$140,182.00 ("used" panel system)

*This vendor proposed to sell Cabarrus County "used" Tennsco panels currently housed at
Blue Cross/Blue Shield in Chapel Hill, NC. While the panels appear to be in "fair" to "good"
condition, the Vendor cannot guarantee that he will be able to supply all 68" high panels (the
only panel sizes available are 68" and 60'~ to accommodate our specified conf, gurations.
They do have an adequate supply of 60" high panels that could be configured to our
specifications; however, there is a great deal of concern that the lower panel height will not
afford as much of a sound barrier and privacy, especially in the interview areas of the
Department of Social Services.

I have also researched information on the cost of refurbishing these panels, should we choose
to purchase. After a couple of meetings with the refurbisher, we have not received any firm
pdces. I am concemed that this type of sen/ice and attention may continue even after the sale.

2. Forms and Supply, Inc., Charlotte, NC

$345,036.40

*A "new" Hon Concensys panel system was proposed by this vendor. Forms and Supply did
not state any exceptions they were taking with our minimum requirements; however, there are
a couple of concerns noted by the departments. The height of the panels proposed is only 62
%" causing the same concern as the 60" panels from MacThdft in regards to the sound barrier
and privacy. Our minimum requirements stated that "most panels will require a minimum
height between 64" and 66"." While Cabarrus County has the right to waive this particular
technicality, panel height has been a major concern throughout this project's process. The
Department of Social Services is also concemed that the interior size of the individual
workstation does not measure precisely 8' x 10'.
