$1 Million Allocation - PROPOSAL FOR SERVICES

Proposed service provider: Cabarrus County Department of Social
Services

Proposed service to be provided: Through use of available funds,
Cabarrus County DSS will provide transportation services to
applicants to provide the opportunity to become employed as soon
as possible. With our efforts to have applicants register for 1st Stop,
we have identified a need to provide ongoing transportation to enable
and enhance employment from the application through the beginning
of transitional benefits. This increases our traditional spending for
approximately two months. This allocation would allow us to meet
this need and assist welfare participants in overcoming their
transportation barrier from the beginning of public assistance. With
the low unemployment rate in Cabarrus County, we should be able to
decrease the number of months a person receives by providing trans-
portation from the point of entry. In addition we would like to offer
transportation assistance after cash benefits are terminated. The
time frame would be on a case by case basis. Factors detei-mining
assistance would include participation hours, dependability a need.

3.
