Box 707 <br />Concord, NC 28026-0707 <br /> <br />Subject: Illegal Clearing of Trees <br /> Coddle Creek Reservoir Preserved Buffer Area <br /> <br />Dear Mr. Bennett: <br /> <br /> I have reviewed the letter addressed to you dated October 21, 1997, from Mr. Ben <br />Leatherland, Environmental Scientist, HDR Engineering, Inc. (HDR). The letter concerns an <br />evaluation and inspection of an area approximately 1/2 acre that was illegally cleared of trees <br />in the Coddle Creek Reservoir preserved buffer area. After discussions with Mr. Leatherland <br />and WSACC staff, I recommend that the following action be taken so that the county is <br />compensated for all damages and the buffer area is accurately restored to help protect water <br />quality. <br /> <br />The property owner, at his own expense, be required to replace the trees with species <br />and numbers identified by HDR. <br /> <br />4 <br /> <br />Employ HDR to supervise the removal of debris from the site and the replanting of the <br />trees. <br /> <br />The property owner reimburse the county for all of HDR's expenses associated with the <br />initial investigation and supervision of the replanting. <br /> <br />The county have HDR mark the boundaries around the mitigation areas and buffer zone <br />so that unintentional cutting such as this will not be repeated. In addition, all property <br />boundaries should be marked to help prevent the cutting of timber on county property. <br /> <br />Require the property owner to turn over to the county all of the timber cut from county <br />property so that the property owner does not benefit from his actions. <br /> <br /> <br />
