,sCaba. rrus County
henff's Department
Robert M. Canaday, Sheriff

August 29, 1997

Mr. Jonathan Marshall
Cabarrus County Planning Dept.
Concord, NC

Dear Mr. Marshall:

I have reviewed the proposed plan for the Highland Creek Development (Cabarrus
Section) and still have serious reservations about the section in Cabarrus County not
having reasonable access from Cabarrus County for emergency services.

From riding the development it appears that the nearest route for volunteer fire and first
responders to reach the Cabarrus County section of the development would be 11.5 miles
total with 5.7 miles of that being inside Mecklenburg County. It is over 3 miles from the
entrance to the development (off Ridge Rd.) to the Cabarrus County section which is all
in Mecklenburg County.

In the letter you sent me dated August 26, 1997 it states that access from Cabarrus
County to the development would now be located on an improved Ellenwood Road and
the connection with Ellenwood would be at some time in the future after the section now
being considered is inhabited and other phases are con;pleted.

This situation would pose a serious threat to life and property should there be a need for
frre, medical or law enforcement emergency services. There would be extensive delays
in the response of those services from Cabarrus County due to the distance and route that
would have to be taken.

If Ellenwood Road were to be improved and tied to the Cabarrus County section of the
development when it is started I would have a much better feeling about the delivery of
emergency services to the area.

Thank you for allowing me to have input into this matter.

Sincerely, _
Sheriff

P.O. BOX 525 25 CORBAN AVE. S.E., CONCORD, N.C. 28026-0525 PHONE (704) 788-3108 ORI NC0130000
