C. <br />~epartment of Commercs <br /> <br /> UPON M(F~ION of Commissioner Carpenter, seconded by Commissioner Mills and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br />North Carolina <br />Cabarrus County <br /> <br />Resolution 1998-09 <br /> <br /> RESOLUTION OF THE BOARD OF <br /> COUNTY COMMISSIONERS OF CABARRUS COUNTY <br /> SUPPORTING THE DESIGNATION OF THE <br />CABARRUS COUNTY DEPARTMENT OF AGING AS AN <br />INDEPENDENT CONTRACTING AGENCY OF THE <br />NORTH CAROLINA DEPARTMENT OF COMMERCE; <br />ENERGY DIVISION <br /> <br /> WHEREAS, the Cabarrus County Department of Aging has <br />continuously operated an efficient Weatherization Assistance Program <br />since 1985; and <br /> WHEREAS, the Cabarrus County Weatherization Assistance Program <br />consistently ranks as one of the best programs in North Carolina; <br />and <br /> WHEREAS, the Cabarrus County Weatherization Assistance Program <br />received the 1997 National Association of Counties Achievement Award <br />for being one of the most efficient and innovative programs in the <br />United States; and <br /> WHEREAS, the Cabarrus County Weatherization Assistance Program <br />received a commendation from the North Carolina Division of Aging / <br />Area Agency on Aging; and <br /> W~EREAS, the Cabarrus County Department of Aging has proven to <br />be a leader in tbs field of Weatherization Assistance both by the <br />quality and quantity of services provided to the citizens of <br />Cabarrus County, North Carolina; and <br /> WHEREAS, the North Carolina Department of Commerce - Energy <br />Divisions' consolidation plan that reduces the Cabarrus County <br />Department of Aging Weatherization Assistance Program to a <br />sub-contractor under the Salisbury-Rowan Community Service Council, <br />has rsduced the funding for services in Cabarrus County, hindered <br />communications between the North Carolina Division of Energy, <br />increased the responsibilities of the Cabarrus County Department of <br />Aging Weatherization Assistance Program while reducing the authority <br />to operate the program; in effect reducing the level of services <br />provided to the citizens of Cabsrrus County, North Carolina; and <br /> WHEREAS, the North Carolina Department of Commerce Energy <br />Division has failed to reduce the administrative cost of this <br />program, still monitors the Cabarrus County Department of Aging <br />Weatherization Assistance Program directly and has not been able to <br />satisfactorily explain the benefits of this consolidation plan <br />structure and has acknowledged that possible restructuring of this <br />program is currently being considered. <br /> NOW THEREFORE BE IT RESOLVED, that the Board of Commissioners <br />for Cabarrus County does adopt this resolution and respectfully <br />request that the North Carolina Department of Commerce - Energy <br />Division reinstate the Cabarrus County Department of Aging <br />Weathsrization Assistance Program as an independent agency and <br />contract directly with Cabarrus County in order to best provide <br />these services to the citizens of Cabarrus County. <br /> Meeting in open session, this March 1S, 1998. <br /> <br />CABARRUS COUNTY BOARD OF COMMISSIONERS <br />By: /s/ Sue B.
