The <br />Board awarded the bid for the software in September 1997. <br /> <br />Approval of Fireworks Display Pe~it <br /> <br /> UPON MOTION of Co~iesioner Carpenter, seconded by Commissioner Mills and <br />unanimously carried, the Board approved the request by zambelli Fireworks Mfg. <br />Co., Inc. for a fireworks display at the Charlotte Motor Speedway on April 18, <br />199B at 9=00 P.M. <br /> <br />NEW BUSINESS <br /> <br />Request by the City of Kanna~olis to Exercise Extraterritor£al Jurisdiction <br />Within the #Area I' Annexation Area <br /> <br /> The Board received the Resolution requesting the Board to permit the City <br />of Kannapolis to exercise extraterritorial Jurisdiction within the area known as <br />Annexation Area I. This area is scheduled to become a part of the Kannapolis <br />City Limits on June 30, 1999. <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Barnhart and <br />unanimously carried, the Board called for a public hearing on Monday, April 20, <br />1998 at 6:30 P.M. (or as soon thereafter as persons may be heard) to consider the <br />request by the Kannapolis City Council to extend extraterritorial Jurisdiction <br />within the Area I annexation area of the City of Kannapolis. <br /> <br />Proposed Creation of a Count~ Criminal Justice Partnership Advisory Board <br /> <br /> The Board received the written request from Sheriff Robert Canaday to <br />create a County Criminal Justice Partnership Advisory Board as authorized by <br />North Carolina General Statute 143B-273.10. Grant funds of approxlmately <br />$126,000.00 are available to set up the local program to accomplish any of the <br />following goals: (1) Reduce reo£divism; (2) Reduce the number of probation <br />revocations; (3) Reduce alcoholism and other drug dependencies among offendera~ <br />and (4} Reduce the cost to the State and the counties of incarceration. <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Carpenter and <br />unanimously carried, the Board agreed to create a County Criminal Justice <br />Partnership Advisory Board as requested in a memorandum from Sheriff Robert <br />Canaday and to authorize staff to advertise for appointments to the advisory <br />board pursuant to North Carolina General Statute 143B-273.10(c). <br /> <br />Pro~sed HOME Program for the 1998-1999 Proqram Year - Public Hearin~ - ~:00 P.M. <br /> <br /> Mr. Jonathan Marshall, Planning Services Director, explained the proposed <br />HOME Program for the 1998-1999 Program Year. The County plans to rehabilitate <br />existing homes with emphasis on the elderly. Six homes have been completed or are <br />currently in progress. <br /> <br /> At 7:00 P.M., Chairman Casper opened the public hearing for the HOME <br />Program for the 1998-1999 program year and asked if anyone wished to speak either <br />for or against the proposed program. There was no one present to address the <br />Board, and Chairman Casper closed the public hearing. <br /> <br />Zoning Text ~mendment [Petition C98-01(T)[ Relatlve to the Location Of Single <br />Family Residential and Mobile Homer Class I in the Cohere1 Commercial and Limited <br />Industr£al Zones - Public Hearin~ - ?~00 P.M. <br /> <br /> Mr. Mike Byrd, Planner, reviewed the proposed Zoning Text amendment to <br />allow single-family residences and Class I manufactured homes in General <br />Commercial and Limited Industrial zones on a hardship basis and subject to <br />specific conditions. <br /> <br /> At 7~05 P.M., Chairman Casper opened the public hearing on the proposed <br />Zoning Text amendment and asked if anyone wished to speak either for or against <br />the proposed amendment. There was no one present who wished to address this <br />issue, and Chairman Casper closed the public hearing. <br /> <br /> <br />
