The two primary issues involved a minimum
height of 64 inches and the State requirement for a minimum interior space of 80
square feet for interviewing by the Social Services employees. Mr. Day reported
that another vendor, Forms and Supply, had advised him on this date that the
space on the architectural drawing did not equal the space required by the panel
systems.

Ms. Sherri Barnhardt, Purchasing Agent, reviewed the bid process and the
mock-up of the panel systems by the three lowest bidders -- MacThrift Office
Furniture, Durham ("used" panel systems), Forms and Supply, Inc. and Office
Innovations. She reported that Forms and Supply had bid a panel which measured
62½ inches in height rather than the specified minimum requirement Of 64 to 66
inches. Mowever, Forms and Supply had brought in on this date a panel sample
with a different top cap which could be used along with levelers to increase the
height of the panels. Also, Ms. Bernhardt stated the interior size of the
individual workstation bid by Forms and Supply did not measure precisely 8 feet
x 10 feet.

There was lengthy discussion regarding the bid process, the specifications,
the alleged inaccuracies in the architectural drawings and the minimum height and
interior space requirements. In response to questions by the Board, Ms.
Bernhardt advised that Forms and Supply had not takes an exception to the
e~ecifications when they submitted their bid.
