As you well know, with growth comes a vast menu of problems that face all of us in <br />elected offices. Here in Kannapolis, we are on the threshold of our largest challenge yet, the <br />development of the westside bypass corridor and the land coming into the City next year known <br />as "Area I'. The City Manager and his staff have the tremendous undertaking of preparing for <br />expansion of all city services into the area for the benefit of the citizens new to the City. It is <br />this challenge to extend all services in a logical and planned fashion that led the City Council to <br />adopt a resolution asking you and your fellow commissioners to grant the City of Kannapolis <br />extraterritorial jurisdiction over the annexation area, which becomes a part of the City on June <br />30, 1999. <br /> <br /> The plans of the City are unfolding each day for the extension of water, sewer, police, fire, <br />street maintenance and lighting and solid waste collection services into the area promptly and in <br />full accordance with our annexation plan and the general statutes. <br /> <br /> We have a strong belief that this opportunity for the City to plan for areas of quality <br />industrial development and tax base expansion will be beneficial to both the City and to Cabarrus <br />County. Our desire to zone areas for light industry and to prevent an overbuilding of new <br />residential developments is essentially the purpose for the expansion of the City.
