Site and operations plan binder <br /> <br />Code Considerations: <br /> <br />LDR district allows a C&D landfill of one acre or less as a use <br />permitted based on standards. However, it does not permit a <br />C&D landfill greater than one acre or a recycling center. <br /> <br />GI district permits a C&D landfill as a conditional use subject tO <br />the following requirements as outlined in Section 8-4 (9): <br /> 1. Submission of a site plan prepared by a North Carolina <br /> registered land surveyor; <br /> 2. Submission of an operations plan; <br /> 3. Submission of a rehabilitation plan; <br /> 4. Submission of copies of all permitting by both North <br /> Carolina state agencies and federal government <br /> agencies; and <br /> 5. Meeting all prede£med standards as listed. <br /> <br />GI district permits recycling facilities as a permitted based on <br />standards use subject to the following requirements as outlined in <br />Section 7-4 (30): <br /> I. Recycling materials drop-off center must be sited so that <br /> adequate off-loading and turn around space exists to <br /> allow for safe entry/exit onto abutting roadways; and <br /> 2. The drop-off must meet the setbacks required of the <br /> zone where it's located. <br /> <br />The SU designation would limit the applicant tO using the <br />property as a C&D debris landfill and recycling center ONLY. <br /> <br />Conclusion: <br /> <br />The applicant is requesting this rezoning for the purpose of <br />operating a construction and demolition debris landfill and <br />recycling center. <br /> <br />The landfill portion of the operation would be divided into four <br />phases with each phase being permitted for five year intervals. <br />The landfill would have a life expectancy of 20 years. <br /> <br />The recycling materials drop-off center would accept yard waste <br />materials for composting and mulching services. <br /> <br />The adjacent properties are either wooded or open fields. <br />Vanderburg Estates is the primary residential development on the <br />eastern side across Highway 601. <br /> <br /> Page 2 of 3 <br />Petition C98-01 (R~ <br /> <br /> <br />
