Cabarrus C&D landfill & Recycling Center Job No. 98001 <br />Operations Plan 02/11/98 <br /> <br />3.2 Surface Water Monitoring <br /> <br />A Surface Water Monitoring Plan will also be prepared and implemented for this site. The <br />Plan will include upstream and downstream monitoring of water quality of the existing <br />stream that drains from the existing pond. The stream will be sampled at two locations on a <br />semi-annual basis and analyzed for the same constituents as for the groundwater <br />monitoring. <br /> <br />4.0 CLOSURE/POST-CLOSURE <br /> <br />4.1 Closure Design <br /> <br />As required by the North Carolina Solid Waste Management Rules, the landfill will be <br />closed out at the permitted final cover elevations with a minimum two foot-thick final soil <br />cover. The final cover will be compacted as densely as practical to reduce surface water <br />infiltration. The final cover slopes will be graded to 3 horizontal to 1 vertical (3H:IV) so that <br />a stable final cover can be maintained. Erosion control benches will be provided to break <br />the velocity of the surface water runoff and route the runoff to the sediment basins. The <br />proposed final cover elevations are shown on the Rehabilitation Plan. <br /> <br />4.2 Final Cover Vegetation and Maintenance <br /> <br />The final cover surface will be seeded, fertilized and mulched to provide a dense stand of <br />grass. The proposed seeding specifications are attached for reference. The grass cover <br />will be reseeded and fertilized as needed in the second year. The grass cover should not <br />be mowed more than twice a year until dense vegetation is established. <br /> <br />The final cover will be inspected quarterly for signs of settlement, erosion, vector damage, <br /> <br /> 10 <br /> <br /> <br />
