10-10-10 Rule. Failure to provide info~:lnation in 30 or 45 days <br /> would result in denial. <br />e. Client statements would be permissible for all eligibility criteria <br /> except income, kinship (if doubtf-ul) and residence (through LL <br /> only). <br />f. Reported changes given at time of review are effective at the <br /> time of review. No 10-day notice is required. <br /> <br />(The changes outlined in number 4 above will be implemented except where <br />inconsistent with Food Stamp or Medicaid Program Regulations). <br /> <br />B. Changes in Eligibility Requirements: At the present time, we do not <br />anticipate changing eligibility requirements or benefit levels. <br />C. Waivers to Rules: Cabarrus County will request waivers to rules to <br />remove impediments to the county's plan. <br /> <br />IX. Emergency Assistance to Families: Emergency Assistance for FIr's <br /> 1998-2000 will be in the amount of $208,870. 00, using the November, <br /> 199 7 budget estimates. It will be used as follows: <br /> 1. There must be a minor child (define age) in the home who lives with <br /> a relative (define degree of relationship). The definition of age and <br /> kinship will be the same in the new EA Program as it was in the <br /> prior EA Prograttr <br /> 2. Assistance may not be provided for any medical care, regardless of <br /> whether the client is covered by medicaid. <br /> 3. Assistance must be provided only on a once a year basis so that the <br /> time clock is not triggered and the family is not subject to work <br /> requirements or considered in the work participation rate. <br /> 4. $300.00 maximum benefit per year/per family. <br /> 5. Family can receive once every three (3) years, except where the <br /> family's crisis situation has been brought about by documentable <br /> extenuating circumstances that are beyond the control of the family <br /> (e.g., a death, fire, loss of job ~om plant closing, etc.). <br /> 6. Family is required to receive budgetary counseling as a part of <br /> benefit. <br /> 7. All income will be counted in determining eligibility. <br /> 8. Eligibility will be based on 110% of the Poverty Level. <br /> 9. Program will begin 7/1/98, and last until money is exhausted. <br /> 10. Base period is actual income in month prior to application. <br /> <br /> <br />
