CASARliUS COLINIY i

N9~iH C~OLIN~

April 3, 1998

To:

Cabarrus County Board of Commissioners
Cabarrus County Deputy Manager
Cabarrus County Manager

From:

Steve Little, Director
Cabarrus County Parks and Recreation Department

Subject: Land Acquisition for the Bakers Creek Greenway Expansion Project

On August 22, 1997, the North Carolina Parks and Recreation Authority's Trust Fund
presented the Cabarrus-Rowan Park Commission with a check in the amount $29,750.00
designated for the Bakers Creek Greenway/Park project. This approved project will include the
land acquisition of a 2.6 acre tract located next to Bakers Creek Greenway on the coruer of
Glenn Avenue and Mountain Circle. The appraised price for the 2.6 acre tract of land is
$20,000.00. This greenway park expansion project's facilities are sand volleyball courts,
horseshoe pits, park benches, playground equipment, practice soccer field, a picnic
shelter/restrooms with grills/picnic tables, and small parking lot. A walking/jogging trail is
proposed that will link this project to Bakers Creek Park Greenway and other nearby leisure
facilities, such as Bakers Creek Park, Village Park, Cannon Memorial YMCA, and David H.
Murdock Senior Center.

The total land acquisition and development costs are projected at $59,000.00 with
$29,750.00 matching funds from the State Matching Trust Funds. The proposed project
recommended the standard three governmental bodies share in the cost of the expansion project;
Cabarrus County (55%) - $16,363.00, Rowan County (25%) - $7,437.00, and City of Kannapolis
(20%) - $5,950.00. These budget amounts were approved in fiscal year 1996-97 for Cabarrus-
Rowan Park Commission. All three governments (Cabarrus, Rowan, and City of Kannapolis)
approved funding their full share of the proposed $59,500.00 project.

If you have any questions, please feel free to contact me. Thank you for your
consideration in this matter.
