Department of Transportation <br />Division of Highways <br />615 Concord Road <br />Albemarle, NC 28001 <br /> <br />Re: Your Letter of April 28, 1998, Regarding Paving of Edgefield Road in Cabarrus County <br /> <br />Dear Mr. Hough: <br /> <br />I am curious about the timing of your letter regarding the subject road. You advised us to ask the <br />Cabarrus County Commission to reverse itself, and .reanove Edgefield Road from the list of roads <br />approved for paving. You went to the Commission requesting their approval on April 20, 1998. <br />Prior to your-appearance before the commissioners, you did notadvise us of your intent to go to <br />request their approval for the paving. <br /> <br />Nor did you advise the Commission, on April 20,.that the majority of property owners on <br />Edgefield Road obje~ed ~o thepaving. ¥ouhadour signedpefifionindaand_for~lmost_~Ven~-full <br />months before you appearance before the Cabarms County Commission. Why were neither the <br />Commission nor the residents ofEdgefidd ltoad advi_sed he, re_the meetiaxgxff'Xhe, se matters?' <br /> <br />Your letter of April 28 advised us to act quickly. It seems to me that little action would be <br />necessary ifm~ had been advised.of your plansxo_go to the Cabarrus. County £ommission. Also, <br />if the Commission had been fully informed of our objections, it is unlikely that they would have so <br />readily approved ihe paving, and lhey sazould saot lmste Ix) calla public bearing~ow. <br /> <br />Another question that arouses my curiosity is the fact that you have stated in telephone <br />conversations_that although only~amajority.ofresidents_need petitionio.have the road pasted, 1-00 <br />percent of the residents must oppose paving to stop it. This does not appear democratic. <br /> <br />The people that hav~ ox~med property_fr_nnting an Fdg~fi~lrl Road the longest are !ho~ mbo <br />oppose paving, while the four property owners who want the road paved are relative new comers <br />to Edgefield Road fi'om .the city. All <br />of the residents on this road saw that it was a gravel road when they purchased their property. <br /> <br />In addition, se~_eral oflhe land owr~__ers whooppose p~ving,_induding my .~5_'feand I,-ox~n the most <br />frontage on Edgefield Road. Those in favor of paving have relatively short road frontageS. In <br />addition three out of-the four in favor ~o~n_less tha_plen.acres-combined on Edgefield Rosd subile <br />my wife and I alone own 27 acres, and we are far from the largest land owners on the road. <br /> <br /> <br />
