I CABAItfIUS COUNCrl <br /> NOltrH CAI{OtlNA <br /> <br />To: Cabarrus County Board of Commissioners <br /> <br />From~on Moorhead, Human Resources Director <br /> <br />Date: May 12, 1998 <br /> <br />Subject: Classification and Salary Study <br /> <br />On March 21, 1994, the Cabarrus County Board of Commissioners approved <br />a Personnel Management Program that had the objective of providing <br />"logical management principles and continuity to compensation matters." <br />Its expressed intent was to provide a fair and stable compensation package <br />which would enhance the recruitment and retention of quality employees. <br />One of the program's means to achieve this is for classification and salary <br />studies to be conducted on a regular basis - every two or three years.. ':" <br /> <br />To this end, funding was approved in the FY 97-98 budget for such a study. <br />In addition to reviewing classification of positions and their salaries, the <br />study provided for rewritten job classification descriptions and a review of <br />the Fair Labor Standards Act designations for each job class. Attached is a <br />summary of the study, which will be presented at your May 18th meeting by <br />Roger Scott, of MAI. <br /> <br />Following the Personnel Ordinance, approximately 463 employees will be <br />impacted positively and 11 negatively. This will increase the County's <br />21 million dollar payroll by an additional $370,000. <br /> <br />303 Part-time Employees <br /> 255 employees-Community Social Service Assistants at DSS <br /> (at an average increase of $447/year for $114,000 of the <br /> total increase) <br /> <br />48 employees-Custodians, Library Pages and seasonal Parks and <br /> Recreation employees <br /> <br /> Human Resources Department <br /> <br />P.
