Co <br /> <br />CLASSES ASSIGNED TO SALARY GRADES <br /> <br />The salary survey, supplemented by data from the 1998 County Salaries in North <br />Carolina Report prepared by the Institute of Government, provided pay data from <br />eight (8) public agencies in the local area, eight (8) counties in the region and two <br />(2) local businesses and industries. The survey included a full range of classes <br />from basic clerical positions to department heads. The salary survey results were <br />adjusted for standard workweek and weighted by number of employees reported. <br />A general summary of survey results, including current salary, survey averages for <br />benchmark classes and proposed salary by position is attached as Appendix I. <br />Individual salary survey worksheets for each benchmark position are also attached. <br /> <br />Utilizing MAI's copyrighted job evaluation system, each position in the County's <br />workforce was evaluated, rated and ranked to establish preliminary class <br />assignments. Then, based on comparative salary data received through surveys <br />and a careful analysis of job responsibilities and intemal relationships, each class <br />was assigned to the appropriate salary grade in the proposed salary schedule and a <br />Schematic List of Classes and Assignment to Salary Grade (Exhibit I) was <br />developed. <br /> <br />IT IS RECOMMENDED that the Schematic List of Classes and Assignment to <br /> <br />Salary Grade (Exhibit I) be adopted as the County's official Pay Plan. <br /> <br />IMPLEMENTATION/BUDGETARY IMPACT <br /> <br />After the three basic components of the classification and pay plan are adop[ed, a <br />plan of implementation must be developed to move the County and employees to <br />the new system. <br /> <br />In compliance with Section 7. Pay Rates in Pay Plan Adjustments, of Article III. <br />The Pay Plan, those employees whose position was recommended for a higher <br />salary range were provided with a ten level (approximately 5%) pay increase. <br />Those employees whose salary range remained the same, or were lowered, <br />retained their current rate of pay. <br /> <br />The direct, annual payroll cost of this implementation will be approximately <br />$370,000.00. <br /> <br />4 <br /> <br /> <br />
