565 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, April 20, 1998, at 6:30 P.M. <br /> <br /> Present - Chairman: Sue B. Casper <br /> Vice-Chairman: carolyn B. Carpenter <br /> Commissioners: Jeffrey L. Barnhart <br /> Dr. Franklin C. Niblock, Jr. <br /> Absent - Commissioner: Kenneth Mills <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Casper called the meeting to order at 6:30 P.M. <br /> <br /> The Flag Ceremony was conducted by Girl Scout Junior Troop 973 of the Rocky <br />River Presbyterian Church. Scouts Paige Carrick, Taryn Owenby, Aleisha Linker, <br />Amanda Blair Linker, Taylor Proctor and Kelsey Hoke participated in the ceremony. <br /> <br /> Chairman Casper gave a memorial tribute to Mr. Alia~ Hoger, County <br />Government Reporter for THE DAILY INDEPENDBNT, who passed away during the past <br />week. The Board observed a moment of silence in tribute to Mr. Boger. <br /> <br /> The invocation was given by Reverend Ray Rippy of the Mowell Baptist <br />Church. <br /> <br />APPROVAL OR CORRECTION OF MI~/TBS <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />with Commissioners Barnhart, Carpenter and Niblock and Chairman Casper voting <br />for, the minutes of March 12, 1998 (Special Meeting), March 13 and 14, 1998 <br />(Retreat and Work Session), March 16, 1998 (Regular Meeting} and March 20, 1998 <br />(Recessed Meeting) were approved as written. <br /> <br />APPROVAL OF THE AGENDA <br /> <br /> Mr. Clifton stated that Mr. Hartsell had distributed a corrected resolution <br />regarding the Public Health Authority (Item E-9). <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Co~vnissioner Barnhart <br />with Co~issioners Carpenter, Barnhart and Niblock and Chairman Casper voting <br />for, the Board approved the agenda with the new resolution concerning the Public <br />Health Authority. <br /> <br />RECOONITIONS <br /> <br />Recoqnition of Rachel Kluttz on Her Retirement from Public Health <br /> <br /> Dr. William F. Pilkington, Health Alliance CEO, recognized Ms. Rachel <br />Kluttz on her retirement from Public Health as a Medical Records Assistant. Ms. <br />Kluttz began employment on April 19, 1991 and will retire on April 23, 1998. <br /> <br /> On behalf of the Board of Commissioners, Commissioner Carpenter presented <br />a plaque to Ms. Kluttz in appreciation for her service to Cabarrus County. <br /> <br />Recoanition of Hue¥ B. Garvln on His Retirement from Public Health <br /> <br /> Dr. Pilkington recognized Mr. Huey H. Garvin on his retirement as <br />Conmmunicable Disease Investigator from Public Health. Mr. Garvin began <br />employment on January 1, 1976 and retired on April 1, 1998. <br /> <br /> Commissioner Carpenter presented a plaque of appreciation to Mr. Garvin. <br />Reco~nition of A. Wayne Barrlnqer on His Retirement from the Sheriff's Department <br /> <br /> Sheriff Robert Canaday recognized Lieutenant A. Wayne Barringer on his <br />retirement from the Cabarrus County Sheriff's Department. Lieutenant Barringer <br />began his career with the Sheriff's Department on July 14, 1969 and will retire <br />on April 30, 1998. <br /> <br /> Commissioner Carpenter presented a plaque to Lieutenant Rarringer in <br />appreciation for his service to the citizens of Cabarrus County. <br /> <br /> <br />
