583

/s! Sue B. Casner
Sue B. Casper, Chairman
ATTEST: Board of Commissioners
/s/ Frankie F. Bonds
Frankie F. Bonds, Clerk to the Board

Recommendations and Requests on the Cabarrus Work First Block Grant Plan - Mr.
Jim Cook

Mr. Jim Cook, Social Services Director, u'pdated the Board on the County's
Work First Block Grant Plan. The State had requested some minor clarifications
to the Plan and one minor change that required a commitment that Cabarrus would
provide for conducting all second-level client appeal hearings as required by
electing counties. The County received notification on March 12 of its selection
by the State Department of Human Resources as one of 18 Electing counties. Mr.
Cook advised that the State has now changed the State Work First Plan for
standard counties to provide for the pay for performance and Work Over Welfare
grant diversion provisions, which were the County's policy priorities.
Therefore, he recoa~nended that the Board request the state to change the County's
status from Electing to Standard.

Mr. Hartsell stated that the Work over Welfare Program developed and
implemented by the Cabarrus County Department of Social Services was the initial
plan in this state and has had significant influence on changes to the State's
Work First Plan.

UPON MOTION of Con~nissioner Niblock, seconded by Commissioner Barnhart with
Commissioners Niblock, Barnhart and Carpenter and chairman Casper voting for, the
Board approved the following action. (1) To approve the minor clarifications and
minor change to the Cabarrus Work First Block Grant Plan and authorize the Chair
to sign the certification page acknowledging these changes: (2) To request the
State to change Cabarrus County's status for the Work First Block Grant Plan from
Electing to Standard status; (3) To ask Senator Hartsell to pursue local
legislation to extend, expand and add pay for performance to the Cabarrus Work
Over Welfare Program.

Discussion of the Cabarrus County Industrlal and Commercial~Retail Development
Incentive Grant Programs - Commissioner Mills

Board members reconfirmed an earlier request for County staff to review the
industrial and commercial/retail development incentive grant programs and bring
specific recommendations back to the Board for consideration.

Discussion of One Percent (1%} Local Bales and Use Tax Referendum - Commissioner
Mills

Board members commented on school facility needs and the defeat of the
referendums held on February 24, 1998 to authorize the levy of a one percent
local sales and use tax and one percent land transfer tax. There was general
consensus that a second referendum for the levy of a one percent local sales and
use tax would not be appropriate at this time.

Proposed Schedule for Budget Presentation and Work Sessions

Mr. Clifton reviewed the proposed budget schedule and suggested dates for
work sessions.

The Board by

Time
6:30 pm

6:00 - 8:00 pm
6:00 - 8:00 pm
6:00 - 8:00 pm
6:00 - 8:00 pm
6~00 - 8:00 pm
6:00 - 8:00 pm
6:00 - 8:00 pm
7:00 pm

consensus agreed to the

following schedule.

Date Day Action
May 18 Monday Regular Meeting - Formal Presentation
of the County Manager's Recommended
Budget
May 2t Thursday Budget Work Session
May 26 Tuesday Budget Work Session
May 27 Wednesday Budget Work Session
June 4 Thursday Budget Work Session
June 8 Monday Budget Work Session
June 9 Tuesday Budget Work Session
June 10 Wednesday Budget Work Session
June 15 Monday Regular Meeting - Public Hearing
(Possible Adoption with Board
Agreement)
