Bonds, Clerk to the Board <br /> <br />Recommendations and Requests on the Cabarrus Work First Block Grant Plan - Mr. <br />Jim Cook <br /> <br /> Mr. Jim Cook, Social Services Director, u'pdated the Board on the County's <br />Work First Block Grant Plan. The State had requested some minor clarifications <br />to the Plan and one minor change that required a commitment that Cabarrus would <br />provide for conducting all second-level client appeal hearings as required by <br />electing counties. The County received notification on March 12 of its selection <br />by the State Department of Human Resources as one of 18 Electing counties. Mr. <br />Cook advised that the State has now changed the State Work First Plan for <br />standard counties to provide for the pay for performance and Work Over Welfare <br />grant diversion provisions, which were the County's policy priorities. <br />Therefore, he recoa~nended that the Board request the state to change the County's <br />status from Electing to Standard. <br /> <br /> Mr. Hartsell stated that the Work over Welfare Program developed and <br />implemented by the Cabarrus County Department of Social Services was the initial <br />plan in this state and has had significant influence on changes to the State's <br />Work First Plan. <br /> <br /> UPON MOTION of Con~nissioner Niblock, seconded by Commissioner Barnhart with <br />Commissioners Niblock, Barnhart and Carpenter and chairman Casper voting for, the <br />Board approved the following action. (1) To approve the minor clarifications and <br />minor change to the Cabarrus Work First Block Grant Plan and authorize the Chair <br />to sign the certification page acknowledging these changes: (2) To request the <br />State to change Cabarrus County's status for the Work First Block Grant Plan from <br />Electing to Standard status; (3) To ask Senator Hartsell to pursue local <br />legislation to extend, expand and add pay for performance to the Cabarrus Work <br />Over Welfare Program. <br /> <br />Discussion of the Cabarrus County Industrlal and Commercial~Retail Development <br />Incentive Grant Programs - Commissioner Mills <br /> <br /> Board members reconfirmed an earlier request for County staff to review the <br />industrial and commercial/retail development incentive grant programs and bring <br />specific recommendations back to the Board for consideration. <br /> <br />Discussion of One Percent (1%} Local Bales and Use Tax Referendum - Commissioner <br />Mills <br /> <br /> Board members commented on school facility needs and the defeat of the <br />referendums held on February 24, 1998 to authorize the levy of a one percent <br />local sales and use tax and one percent land transfer tax.
