Day, Deputy County Manage <br />Date: June9, 1998 <br />C: Linda Ashendorf, BFI, Inc. <br />Re: Recycling/yard waste collection survey results <br /> <br />Issue Description <br /> <br />The Solid Waste Collection and Disposal Franchise Agreement awarded to BFI, <br />Inc. stipulates that upon request of the Board of Commissioners, BFI will provide <br />curbside recycling and yard waste collection for fees of $2.48 and $4.50, <br />respectively. These charges would be paid by the customer. If either or both of <br />these services are provided, all customers will be charged for them. That is, the <br />services will not be elective. <br /> <br />To determine interest in these services;'all BFI customers (approximately 8000)- <br />were sent return-postage-paid survey cards. Respondents were asked to vote' <br />yes or no on two issues: <br /> <br />1. Do you want weekly curbside recycling collection for a fee of $2.48 per <br /> month. <br />2. Do you want weekly curbside yard waste collection for a fee of $4.50 <br /> per month. <br /> <br />Findinqs <br /> <br />A total of 2,020 surveys were returned, for a response rate of about 25%. This is <br />a very high response rate for a mail-in survey. Of the surveys returned, over <br />99%, or 2,006 included votes on the recycling issue. Of those, 39% (781) were <br />for recycling, 61% (1,225) were against. <br /> <br />One thousand-nine-hundred-two (94%) of the respondents voted on yard waste <br />collection. Of those, 161 (8.5%)voted yes, while 1,74'1 (91.5%)voted against. <br /> <br /> Office of the County Manager <br />P. O.
