c. That fee shall be calculated based upon the estimated sewer effluent of the <br /> existing/proposed use and the date of issuance of the building permit or <br /> proposed date of connection to the system. <br />d. The estimated effluent shall be calculated based upon N.C. State standards for <br /> estimating effluent based on use. That estimate shall be reduced by 25% to <br /> reflect local experience. The City of Concord Engineering Department shall be <br /> responsible for estimating effluent. In such cases, where there is no applicable <br /> use in the N.C. State standards, the City of Concord may use a comparable local <br /> use to estimate effluent. Estimates shall be in gallons per day. <br />e. The availability fee shall then be calculated based on a cost per gallon of effluent <br /> with that cost increasing with time. <br />f. The cost/gallon fee schedule will be detegmined by the date of issuance of the <br /> building permit and/or request to connect to the sanitary sewer system and shall <br /> be as follows: <br /> (1) The availability fee will be $5/gallon expected effluent for all connections <br /> before December 31, 1998. <br /> (2) The availability fee will be $6/gallon expected effluent for all connections <br /> made between January 1, 1999 and July 1, 1999. <br /> (3) The availability fee will be $7/gallon expected effluent for connections <br /> made between July 1, 1999 and June 30, 2000. <br /> (4) The availability fee will be $8/gallon expected effluent for on or after <br /> connections made July 1, 2000. <br />g. The existing Muddy Creek Drainage Basin Availability Fee adopted by the <br /> Board of Commissioners on February 6, 1995 shall not be charged :on any:' <br /> development subject to the Crossroads Sanitary Sewer Service Availability Fee. <br /> <br />Adopted this the day of ,1998. <br /> <br /> <br />
