~ A

SCHOOL-AGE CARE GRANT PROPOSAL
Need Statement:

Cabarrus County is experiencing tremendous growth. The 1990 census
listed the county population as 98,935, the estimated population on January 1,
1998 has increased to 125,000. Growth is occurring as such a rate that a new
elementary school is needed each year.

We have a particularly high rate of mothers in the work force. Many of our
families commute to Charlotte to seek employment. Day care continues to be a
critical need in Cabarrus County. Afterschool day care, and summer day care for
elementary school students is offered by the thirteen Cabarrus County Elementary
School sites. Various private and for p~ofit day cares also offer care in Cabarrus
County.

The need for quality in the afterschool program in Cabarrus County is of
great concern and need by the community. Parents are looking for a program with
high quality standards in a safe nurturing environment. Afterschool sites in
Cabarrus County would like to be the best they can be and offer a program that
addresses those needs of the children as well as the family's needs. There's a
great need to provide choices for children in afterschool. By taking part in the ASQ
program, I feel this need can be met with the sites that participate.

This grant would allow us to build on our successful 4-H afterschool program
by expanding into the very much needed area of Assessing School Age Quality.
Cabarrus County 4-H afterschool and the Cooperative Extension Service would like
to stay on "top" for quality child care. Being involved in the accreditation process
will keep us at the forefront of quality child care.
