June t5, 1998

Debbie Brannan
IS Systems Manager
Cabarrus County
Information Services Department
65 Church Street, SE
PO Box 707
Concord, NC 28025

Dear Debbie Brannan:

Congratulations! I am pleased to announce that your program, GIS Public Access Using Extranet
Technology, has been selected for a 1998 NACo Achievement Award. In this 29t~ year of the Achievement
Award program, NACo is extremely pleased with the high caliber of county programs and projects. NACo
is proud to confer this award and recognize your hard work to promote responsible, responsive, and
effective county government.

NACo greatly appreciates your participation in our Achievement Award program. In addition to
giving us an opportunity to formally recognize effective and creative programs, this program enhances our
awareness of county activities and allows us to share valuable information with other counties throughout
the nation.

As you may know, NACo recognizes award winners in several ways. The majority of this year's
winning programs will be included in an upcoming NACo publication focusing on model county programs.
A list of winning programs and program summaries will be posted to NACo's Internet home page
(http://www.naco.org) as well. In addition, over the next several months, selections of award winning
programs will be highlighted in County News in the column, "Hats Off." We are also offering a variety of
commemorative items to help your county and its employees celebrate its efforts. A brochure describing
these commemorative items is enclosed.

This year, NACo will be hosting the Second Annual Awards Reception during our 63r° Annual
Conference in Multnomah County (Portland), Oregon. This reception, scheduled for the afternoon of
Sunday, July 19, will be held in the DoubleTree Lloyd Center, located four blocks from the Oregon
Convention Center. During this reception, there will be an opportunity for you or your representative to
have a photo taken with a NACo official. We hope you will be able to attend. In the next week, you will
receive an official invitation to this event.

Questions concerning the award program should be directed to Peggy Beardslee, Research
Associate, at 202-942-4279. Please inform the Research Division if contact information regarding your
program has changed, by faxing the changes to 202-737-0480.

Again, you have our thanks and our congratulations. We look forward to your participation in
1999, which will mark *
the30 anniversary of the Achievement Award Program.

Sincerely,

Larry E.
