Tax Administrator Vosition <br /> <br />603 <br /> <br />DRAFT <br /> <br /> Mr. Clifton presented an update on the statu~ of filling the Tax <br />Administrator's position. The Board has interviewed several applicants for <br />this position; however, under current state law, the Board may only appoint an <br />individual to complete the previous tax administrator's unexpired term of <br />appointment ending June 30, 1999. Any decision to reappoint someone to the <br />administrator's position for either a full two or four-year term will be made <br />by the county com~tssion in office after June 30, 1999. Stating there will be <br />at least two new members on the Board at that time, Mr. Clifton recommended <br />that the Board fill the vacancy on an interim basis and allow the new board of <br />county commissioners to select someone to serve a full term beginning July 1, <br />1999. Further, Mr. Clifton recommended the appointment of Mr. Blair Bennett, <br />Deputy County Manager (Finance Director) as Interim Tax Administrator and to <br />increase Mr. Bennett's compensation by $500.00 for each month the interim <br />appointment is in effect. <br /> <br /> There was lengthy discussion regarding the proposed compensation of <br />$500.00 per month for Mr. Bennett. Chairman Casper supported the proposed <br />compensation of $500.00 per month; however, other members questioned the <br />amount and/or the need for any additional compensation to be paid to Mr. <br />Bennett. <br /> <br /> Commissioner Niblock made a motion, seconded by Commissioner Carpenter <br />to appoint Mr. Blair Bennett, Deputy County Manager for Administration, to <br />serve as Interim Tax Administrator (Tax Assessor/Tax Collector) through the <br />period ending June 30, 1999, or until such time as the Board of Commissioners <br />serving after December 1998, shall decide upon an appointee to the position of <br />county tax administrator that will be given a full term appointment beginning <br />July 1, 1999. In recognition of the additional responsibilities and workload <br />being assumed by Mr. Bennett during this interim appointment, the County shall <br />increase Mr. Bennett's compensation by $300.00 for each month that this <br />interim appointment shall be in effect. The increased compensation will end <br />once an appointment of another individual to the position shall become <br />effective. This appointment is subject to approval of the Deputy State <br />Treasurer as Secretary to the State Local Government Commission. <br /> <br /> Commissioners Niblock and Carpenter voted for the motion. Chairman <br />Casper and Commissioner Bsrnhart voted against the motion. <br /> <br /> After brief discussion, Commissioner Barnhart changed his vote and voted <br />in favor of the motion by Commissioner Niblock. Therefore, the motion by <br />Commissioner Niblock to appoint Mr. Bennett as Interim Tax Administrator (Tax <br />Assessor/Tax Collector) and to increase Mr. Bennett's compensation by $300.00 <br />for each month the interim appointment is in effect was approved with <br />Commissioners Niblock, Carpenter and Barnhart voting for and Chairman Casper <br />voting against. This appointment is subject to approval of the Deputy State <br />Treasurer as Secretary to the State Local Government Commission. <br /> <br />BUDGET REVIE~ <br /> <br /> The Board reviewed the Property Maintenance budgets, including School <br />Maintenance/Turf Improvements and School Playgrounds/General Facilities. Mr. <br />Clifton reviewed the proposal for the County to assume the cost of maintenance <br />of school grounds. After discussion regarding the contracting of the service <br />and/or increasing County staff and purchasing additional equipment to do the <br />work, there was general agreement that the County should first seek bids for <br />the maintenance of school grounds. <br /> <br />Parks and Recreatio~ <br /> <br /> The Board reviewed the Parks and Recreation budgets, including <br />School/Parks, Frank Liske Park, Rocky River School/Park, W. W. Flowe Park, <br />Adult Athletics, Youth Athletics, Special Programs - Sua~ner Camps, Bakers <br />Creek Park/Greenway, Cabarrus-Rowan Park Commission. No changes were made to <br />the recommended budgets as submitted by the County Manager. <br /> <br /> Commissioner Carpenter suggested the possibility of the County <br />developing a page program for high school students to assist in various County <br />departments. <br /> <br /> <br />
