Day, Deputy County Manager <br />Date: August 10, 1998 <br />Re: Harrisburg Library <br /> <br />Last September Harrisburg Town Councilman Bill Williams and Library Director <br />Tom Dillard asked the Board of Commissioners to consider staffing and <br />operating a library branch in Harrisburg. The library would be built by the Town <br />and the Friends of Harrisburg Library, Inc. <br /> <br />The Commissioners endorsed the concept and asked staff to develop an <br />agreement with the Town and present it for consideration. <br /> <br />Attached is such an agreement. Following is summary of the major elements: <br /> <br />3. <br /> <br />4. <br /> <br />5. <br /> <br />6. <br />7. <br /> <br />8. <br /> <br />The library will be constructed and provided with basic furnishings and <br />equipment by the Town of Harrisburg and the Friends of Harrisburg <br />Library, Inc. <br />The Town will own the facility, the furnishings and equipment they provide <br />and the property. <br />The County will lease the facility from Harrisburg for $1 per year and <br />operate it as a branch of the Cabarrus County Public Library. <br />The Town will maintain the exterior of the building, the grounds around the <br />library, including the parking lots (inclusive of lighting) and roadways. <br />The County will fund the operation of the library and provide services at a <br />level consistent with the other branch facilities. <br />The County will maintain the building interior and its contents. <br />The Town and the County will insure their respective interests in the <br />facility. <br />The initial term of the agreement will be 10 years.
