Little, Director <br />Cabarrus County Parks and Recreation Department <br /> <br />Issues concerning the transfer of Operations/Ownership of Bakers Creek Park to <br />the City of Kannapolis <br /> <br /> This memorandum is in reference to the proposed agreement between Cabarms County, <br />Rowan County, and City of Kannapolis relating to Bakers Creek Park. In anticipation of the City <br />of Kannapolis assuming operational/maintenance responsibilities for Bakers Creek Park, I <br />prepared a list of issues and recommendations that the City of Kannapolis officials are reviewing <br />prior to the actual transfer of ownership/operations of Bakers Creek Park. <br /> <br /> On June 30, 1998, I met with Mr. David Hales, City of Kannapolis Manager to tour <br />Bakers Creek Park and to discuss the park's operations/maintenance responsibilities. Mr. Hales <br />requested the following information concerning Bakers Creek Park: potential five year capital <br />outlay expenses, list of all park buildings, park facilities, maintenance equipment, parks supplies, <br />and completed facilities improvements. <br /> <br /> On July 23, 1998, I met with Mr. Hales to discuss other park and recreation issues <br />concerning Bakers Creek Park: future direction of Youth and Adult Athletic programs (tennis, <br />soccer, softball/baseball, and adult softball), Federal Grants (official transfer of sponsorship), <br />park signage/promotions for park (change to City of Kannapolis), State Grants (coordination of <br />new park project), park employees (transfer from Cabarrus County to City of Kannapolis), <br />administrative support (budgeting, purchasing, personnel typing, revenue collection, accounts <br />payable, etc.) and other types of county support to park (general services, printing, vehicle <br />repairs, etc.). <br /> <br /> The City of Kannapolis officials are reviewing all these issues in next several months. <br />We will address any concerns that may arise during this transition period to allow for a smooth <br />transfer of responsibilities to City of Kannapolis for the operations/maintenance of Bakers Creek <br />Park. <br /> <br /> If you have any questions or comments, please feel free to contact me at your <br />convenience. <br /> <br /> <br />
