Day, Deputy County Manager <br />Date: August 12, 1998 <br />Re: Courthouse Renovations <br /> <br />Last fiscal year a two-phase renovation plan was developed for the third floor of <br />the courthouse. Phase I includes enlarging the single existing courtroom, adding <br />a judge's chamber and restrooms and expanding the district attorney's off.ice <br />suite. The second phase consists of construction a new superior courtroom, a <br />judge's chamber, a jury room and restrooms. <br /> <br />The current budget includes $300,000 for phase I. The cost of completing phase <br />I, including furnishings, totals $281,720, which is $18,280 under budget. The <br />complete cost for completing phase II is $$207,461, or $189,181 more than the <br />budgeted amount. The combined cost for phases I and II is $489,181, including <br />$79,090 for furnishings. The original estimate for completing phases I and II, <br />excluding furnishings, was $482,000. <br /> <br />It is reasonable to believe that the cost of completing phase II will be <br />considerably higher if bid separately at a later date due to mobilization costs and <br />escalating construction costs. Consequently, I recommend appropriating the <br />additional $157,181 in order to complete both phases. A budget amendment is <br />attached should you decide to do so. Also attached is a description of costs for <br />each phase. <br /> <br />I recommend the construction contract be awarded to the Iow bidder, Lyles <br />Construction Company (bid tabulation attached). If you desire to complete phase <br />I only, the contract amount is $201,910. The contract amount for phases I and II <br />(less bathroom 309b) is $361,440. <br /> <br />Finally, two bidders have requested to withdraw their bids due to clerical errors <br />(letters attached). I recommend you disqualify the bids of Tri-Electric Inc. of <br />Salisbury and Lorch Plumbing and Heating Company, Inc. of Albemarle. <br /> <br /> Office of the County Manager <br /> <br />P.
