Commissioner Barnhart reported that the County Attorney had advised that the issue should be discussed in closed session since it involved existing litigation. However, the attorneys were not notified in time to present at this meeting. Further, Commissioner Barnhart suggested that the Board request the State to give the counties direction on how to handle the issue of capitalized interest. After brief discussion, Commissioner Mills withdrew his motion regarding capitalized interest. Commissioner Carpenter withdrew her second to the motion. The Board by consensus agreed to discuss the issue in closed session on 3uly 13 with a possible public vote after the closed session. Consideration of the Proposed FY 1999 Cabarrus County Budget Mr. Clifton reviewed the list of adjustments to the proposed FY 1998-99 budget relating to items that had occurred since the budget was drafted. Me asked the Board to include the following changes in its approval of the budget. CHANGES MADE TO PRELIMINARY BUDGET FY 1998-99 1. Added $38,000 for Industrial Incentive Grant for S & D Coffee, Inc. Adjusted employee insurance rates from $168 per employee to $175 per employee. (Increase of $50.106)
