Day, Deputy County Manager <br />Date: September 11, 1998 <br />Re: Request for Additional Position <br /> <br />As you are aware, the transition from a mainframe environment to a client/server <br />environment using local area networks (LAN) and wide area networks (WAN) has <br />placed a considerable strain on the IS Systems staff. Where there was once a <br />single computer (the mainframe) and several dumb terminals to maintain, there <br />are now additionally 3 Unix servers, 7 NT servers, many routers and hubs and <br />around 200 personal computers. During this same period, the IS Systems <br />technical staff has only increased by one and the Systems Manager has taken on <br />additional duties previously performed by the former MIS Director position. <br /> <br />Soon, a new Unix server will be installed for tax administration and 3 more NT <br />servers will be operational. Also, an additional Unix server might be required for <br />Revaluation, depending upon which software is purchased. <br /> <br />Finally, the assimilation of the City of Concord library will result in yet another <br />server and LAN, a fairly complicated WAN, and many more personal computers. <br /> <br />Based on my observations and understanding, it is no longer reasonable to <br />expect the Systems staff to absorb any more work. They are well trained, <br />productive and dedicated. They are also overwhelmed. The addition of the <br />library is, I think, really the final "straw." <br /> <br />Consequently, I ask you to consider allowing me to request the Board of <br />Commissioners to establish a new Systems Programmer position at their September <br />meeting. This additional position will increase the number of System Programmer <br />positions from 2 to 3. Currently, IS Systems has a total of 7 positions, including the <br />manager, 2 operators, a secretary and a public information coordinator. <br /> <br />The new Systems Programmer position would be funded by overdue book fines and <br />photocopy fees from the Concord branch library. The position is listed at salary grade <br />71. The minimum salary is $34, 694. <br /> <br />If you need additional information, please let me know.
