00194220 - 9445 Watershed Improvement Commission

Funds were originally requested for stream restoration and planning for stormwater
management planning. Several stream restoration projects are in the planning stages;
however they were not ready for implementation in PY 1998.

Stormwater management planning was discussed at the May 19, 1998 meeting of the
Watershed Improvement Commission. Staff from Cabarrus County and the cities of
Concord and Kannapolis participated in this discussion. The groups jointly agreed to
convene again after guidelines for phase II of the federal stormwater regulations are
released. This group felt it was premature to engage the services of a consultant to help
develop stormwater management program until these guidelines are released. Because
the cities of Concord and Kannapolis have budgeted funds for stomiwater management
and because they are also interested in a countywide stormwater management plan,
county funds also need to be budgeted for this purpose.

00194210-9445 Natural Heritage Survey

The field season for the heritage survey coincides with the growing season from March
through the fall, and is therefore out of sync with the county fiscal year. The
subcontractor focusing on wildlife is a college professor who is working during the
summer break. Payment on a $5,000 contract with the state Wildlife Resources
Commission is pending the receipt of a report on their survey of aquatic resources. A
portion of the budgeted funds has been reserved for writing and disseminating a natural
heritage report. County funds will be matched 1:1 the state.
