October 8, 1998 <br /> <br />MEMORANDUM <br /> <br />TO: Board of Commissioners <br /> <br />RE: Kannapolis Recreational Site <br /> <br />Over the past two years, the County and City of Kannapolis have been pursuing the best location <br />to establish a significant recreational facility in Northern Cabarrus County. From the unification <br />of the County utility system with the Kannapolis and Concord systems, the County received land. <br />from the City of Concord, (Lake Concord Area) and a promise of money ($390,000 fi'om <br />Kannapolis). <br /> <br />The original commitment was to develop the Lake Concord land recreationally. However, the <br />site proved to be less desirable for that purpose and the County contracted to sell that land. <br /> <br />The attached agreement between the County and the City of Kannapolis provides for the City to <br />lease to the County ($1 per year) approximately 45+ acres and provide the $390,000 funding to <br />initiate development of a significant recreational facility. If the County Commission agrees to <br />proceed, this will provide an excellent opportunity to address major recreational needs in both a <br />timely and cooperative manner. <br /> <br />There may be. some possibility to expand this facility in the future if cooperative efforts can be <br />established with the adjacent property owner. A lot of the adjacent property is in the ownership <br />of the Church of God. <br /> <br />It is recommended that the Board of Commissioners approve the agreement and authorize the <br />staff to pursue the project within the $390,000 funded by the City of Kannapolis and future <br />budgetary actions of the County Commission. <br /> <br />This is another excellent example of two local governments working together to better serve thc <br />public through collaboration and cooperation. <br /> <br />Respectfully, <br /> <br /> r. <br /> <br />cc: David Hales, Kannapolis City Manager <br /> <br /> Office of the County Manager <br /> <br />P O.
