Ronald Aycock, Executive Director DATE: September 28, 1998 SUBJECT: Promoting the 1998 State Clean Water/Natural Gas Bond Referendum Earlier this month, Governor Hunt signed Senate Bill 1354, the Clean Water and Natural Gas Critical Needs Bond Act of 1998. In November, the voters of North Carolina will have the opportunity to approve these bonds and make $1 billion available to local governments in the form of loans and grants. The Association of County Commissioners supported passage of Senate Bill 1354. Now, we are asking every board of county commissioners to express their support and to urge voter approval of the bonds. Please find attached a sample resolution supporting the 1998 Bond Referendum and a fact sheet on the legislation. We ask that your board consider passage of such a resolution at your next meeting. Also, the Association has joined with other interested parties to establish a statewide promotional effort. President Bobby Greer is co-chairing, along with Mayor Becky Smothers, President of the League of Municipalities, and Steve Zelnak, Chairman of the North Carolina Citizens for Business and Industry, the Clean Water and Bonds for Progress Committee. Every county commissioner will be receiving a direct appeal from President Greer in the next few days. The success of this bond referendum depends on strong support from local governments.
