Bennett <br /> <br />November 5, 1998 <br /> <br />Request for Tax Clerk Position <br /> <br />While acting as interim Tax Assessor my direct involvement with staff and daily <br />operational affairs has given me the opportunity to evaluate many aspects of the <br />department. We have improved work flow and currently have only a two month lag time <br />between when a deed is recorded in the Register of Deeds office and when it is changed <br />to the new owner in Land Records. This includes mapping the subdivisions, digitizing the <br />deeds, and changing the tax records in the Assessors Office. Checking with other <br />counties we found this process normally takes about three months. This is very <br />impressive to me considering the rapid growth in Cabarrus County and the many new <br />subdivisions and sales occurring. <br /> <br />In another area, however we need a position dedicated to working on mobile homes. We <br />have approximately 4,200 singlewide mobile homes in 90 parks valued at 30 million. We <br />also have approximately 2,200 single and doublewides on lots valued at approximately <br />114 million. Together these mobile homes generate between 1-1.2 million in tax <br />revenues. This is a very important area and because of the rapid turnover with individuals <br />moving from park to park, we need to concentrate our efforts in this particular area. <br />Besides specializing in this area, the position will also be crosstrained in other areas. The <br />estimated annual salary and benefit cost for this position would be approximately <br />$25,000. Separately, I have attached a summary of the duties we have identified <br />concerning this position. <br /> <br />I certainly realize that normally new positions are requested during the budget process. If <br />I did not feel this was an urgent request and in the best interest of Cabarrus County, I <br />definitely would hold off until July. Since the listing period begins 1/1/99 we need this <br />position immediately to begin training. Because of the rapid growth of the county many <br />sections within the department are directly impacted, therefore, I am asking you to please <br />consider this request for establishing of a Tax Clerk position. <br /> <br /> Finance Department <br /> <br />P.O.
