NIi[I I:~ROLIHA <br /> <br />MEMORANDUM <br /> <br />TO: Frank Clifton, County Manager <br />FROM: Jim Cook, Social Services Direct, or <br />DATE: 11-9-98 <br />SUBJECT: Grant Applications. <br /> <br /> I am writing to request you arrange for me to ask the approval of the Board of <br />Commissioners for applications for grants under two grant programs, the Smart Start <br />Program, and the Welfare to Work Program. I am asking that these requests b'e <br />considered at the November 16 Board of Commissioners meeting. <br /> <br /> Smart Start Program: It appears Cabarrus County will be allocated around <br />$750,000for the current fiscal year. This funding is 100% state funding with no local <br />match requirement. Smart Start has the purpose of strengthening resources for child day <br />care within communities. A minimum of 30% of funding must be used for child care <br />subsidies like those currently provided to low-income working families in the <br />Department's child day care program. Subject to the Board's approval, the Department <br />has submitted grant requests for three activities: <br /> <br />1) $300,000 for child care subsidies for low income working families. This will <br /> allow the Department to deal with a projected funding shortfall of $200,000 <br /> this year without curtailing services or implementing a waiting list, as well as <br /> to serve about 21 additional children. <br />2) $10,000 for child care transportation to provide services to about 20 children <br /> in families moving from welfare to work. <br />3) $20,911.50 for one-half the cost of contracting with Child Care Resources, <br /> Inc., to station a staff member at DSS to help with information and referral <br /> and other customer services activities to support our staff in administration of <br /> the child day care program. The other half of funds to support this contract <br /> will be federal TANF (welfare reform) funds. <br /> <br /> The local Partnership for Children Board has voted to award this funding to our <br />agency subject to the approval of the Board of Commissioners. Approval of the State <br />Partnership for Children Board is now required. <br /> <br /> Welfare to Work Program: As anticipated, Cabarrus County will be allocated <br />new federal funding under the Welfare to Work Program.
