9O DRAFT Proposed Legislative Changes: (1) 2(b) Terms of Office: Except as otherwise provided in the schedule set forth below, the term of office for each member of the Authority shall be for three years with a limit of six consecutive years. (2) Establishment, Appointment and Duties of Cabarrus County Tourism Authority: Seats 1, 4 and 7 shall be selected by the board at large and shall include one member of the board and/or the Cabarrus County Manager, and at least one appointee who is currently active in' the promotion of travel and tourism in Cabarrus County. Seats 2, 5, and 8 shall be appointed by the board from a list of at least ~hree (3) recommendations submiCted by the current Tourism Authority Board. Ail appointees shall be currently active in the promotion of travel and tourism in Cabarrus County and at least one appoln~ee shall own or be employed by a Cabarrus County hotel. Sea~s 3, 6 and 9 shall be appointed by the board from a list of at leas~ three (3) recommendations submitted by the Cabarrus Regional Chamber of Commerce and shall include ~wo appointees who are currently active in the promotion of ~ravel and ~ourism in Cabarrus County. Re=uest for New Tax Clerk Positron for Tax Assessor's Office - Mr. Blair Bennett Mr. Blair Bennett, Deputy County Manager who is serving as Interim Tax Assessor, outlined the need for a new Tax Clerk position to be dedicated to working on mobile homes in the county. The employee would track the 4,200 singlewide mobile homes in 90 parks and approximately 2,200 single and doublewides on lots throughout the county as well as be crosstrained in other areas. Mr. Bennet~ estimated the position's annual salary and benefit cost at approximately $25,000.00. UPON MOTION of Chairman Casperj seconded by Commissioner Niblock and unanimously carried, the Board approved the request for a new Tax Clerk position in the Tax Assessor's Office. Assumption of Grounds Maintenance ResDonsibilttfes at School Properties - Award of Bids for Turf Improvements and Mowin~ Services - Mr. John Day Mr. John Day, Deputy County Manager for Operations, outlined the proposal to assume grounds maintenance responsibilities for all school properties in the county. The FY 1999 Budget included an appropriation of $466,324.00 for this purpose. He discussed the pros and cons of hiring private contractors and/or performing this work in-house. Mr. Day recommended the Board approve the hiring of private contractors with authorization for the County Manager to negotiate and sign contracts for a period of up to 24 months. The following bids were received for Turf Services for County and School properties. Care Improvements and Mowing UPON MOTION of Commissioner Carpenter, seconded by Commissioner Niblock and unanimously carried, the Board accepted the recommendation of s~aff to award the contracts as follows for the County and school properties and authorized the County Manager to negotiate and sign contracts up to a period of 24 months.
